Significance: Involving 22 agencies from all levels of government, this regional P3 effort aims to identify strategic, effective, and environmentally sound solutions to reduce trash loads impacting the Pacific Ocean and adjacent public beaches.

SSA Role: Development of public procurement documents, management of the solicitation process, oversight of selection panels, and production of board / council reports.
Significance: Local governments are limited on time and capacity to facilitate some major procurement efforts, especially through involving the use of state / federal funds or alternate project delivery methods, like design-build.
SSA Role: Assisting cities with analyses to evaluate operations, modernize their fleet, and comply with new regulations. Results include the establishment of a multi-year replacement plan with targeted annual funding allocations,
Significance: Modernized fleets create savings / efficiencies through standardization, enhanced safety, and countering depreciation impacts. Capital and operational cost savings can be recognized within one fiscal year.

SSA Role: Helped numerous cities with the development of a comprehensive grant matrix, recommended application strategies, and targeting plan for key capital projects. Also, assisted agencies with the development and submittal of grant applications.
Significance: Nearly every public agency has more community needs than local revenues to cover the associated costs. Without an updated strategy and known local targets, agencies fall behind quickly once a Notice of Funding Opportunity is released by a granting entity.

SSA Role: Building upon state legislative wins, assist local agencies with the initial development of PDB procurement documents / contracts. Also, provide training and recommendations for targeted projects to utilize this method.
Significance: In PDB, an owner selects a design-builder based on qualifications rather than initial price. The team collaborates on the design and locks in a Guaranteed Maximum Price only after the project scope is clearly defined, reducing financial risk, accelerating timelines, and increasing overall predictability.
Silsby Role:
Developed a strategic financial plan for the city identifying ten (10) external revenue sources and associated target timelines.
Significance: The $140 M transportation project aims to improve one of the only evacuation / mobility corridors into and out of this coastal city. This scale requires external resources and regional / state entity coordination.

SSA Role: Conduct analyses of city / county organizations, including employee engagement, trending consistent issues, recommendation of mitigating initiatives, goal setting, and implementation support.
Significance: Local government productivity is achieved when there is alignment. Performing a level-setting evaluation every 3+ years allows for comparison against industry best practices and resolution of long-standing operational hurdles in functional work groups.
SSA Role: County executive that completed negotiation of the development agreement and project oversight. Also, assisted with the envisioning process for future phases.
Significance: This P3 effort delivering the initial phases of the facilities strategic plan represents the first major building construction on the County's campus in roughly 50 years.
Silsby Role: Oversaw the development of Orange County's first fiscally constrained, resource balanced 7-year CIP. At Phoenix - responsible for the annual development and administration of the City's CIP.
Significance: Developing implementable CIP's allows major agencies to better align resources and produce more predictable schedules.
Silsby Role: County executive tasked with development and delivery of this project.
Significance: Represents the first County facility of this type in roughly 70 years and required coordination with 14 cities. Also, was the County's first project delivered as a true Design-Build.
Silsby Role: Led the City of Phoenix team responsible for the initial entitlements, plan approval, and permitting of this mixed use, multi block mega-project. Required massive coordination efforts with multiple utility providers and the starter segments of the region's initial light rail system.
Significance: Represents the largest private development investment in the history of downtown Phoenix at an estimated $1 billion. Also involved a complex development agreement negotiated through the City and with various area organizations.
Silsby Role: County executive responsible for the funding plan and delivery of this project.
Significance: The largest transportation project in the history of the agency. Also required extensive public engagement and a creative funding plan to leverage multiple revenue streams.

Silsby Role: County executive responsible for leading the advocacy charge to change two state laws in California.
Significance: Industry impacting new laws enabling Orange County to use Design-Build (AB 2654) and enabling all Counties to use Construction Manager At-Risk (SB 914).

Silsby Role: County executive responsible for the procurement plan and delivery of this project.
Significance: Major overhaul to this cogeneration facility that provides cooling, heating, and/or electricity to 23 buildings in the Civic Center.

Silsby Role: County executive responsible for leading the advocacy charge to change language in the Water Resources Development Act of 2018.
Significance: The approved line item revisions resulted in approval flexibility for a major Orange County Flood Control District project and flexibility for local agencies to utilize federal funding via self-administration.
Silsby Role: County executive sponsor for overseeing the envisioning, funding plan, and implementation the agency's first 24/7 customer relationship management system. Also led the Phoenix 24/7 CRMS envisioning for the City.
Significance: This online system is an innovative web-based portal that offers residents, businesses, and visitors an easy way to navigate and submit requests for a wide range of County or City services, including self-service options.

Silsby Role: Lead negotiator for the City of Phoenix to obtain consensus from area residents. Significance: Developed, and received council approval of, a Solutions-Based Forum to outline and address 16 unique stakeholder demands for this major transportation corridor.

Silsby Role: County executive responsible for the procurement plan and delivery of this project. Significance: One of the County's first Construction Manager At-Risk delivery method projects. Completed within the allotted budget and time frames, this represents the County's first year-round 24/7 permanent homeless facility.
